Jeff’s practice is in the area of higher education law. Jeff serves of Counsel at Manley Burke, and he is also Professor of Higher Education and Law, Distinguished University Scholar, and Director of the SKILLS Collaborative at the University of Louisville. His research and practice areas focus on higher education law, policy, and professional/career education.Within these areas, Jeff is co-author of seven books including Law, policy, and higher education; Academic leadership and governance of higher education; Law and educational inequality: Removing barriers to educational opportunities; and Student clashes on-campus: A leadership guide to free speech. In addition, he is a co-editor of the law & education series for IAP and faculty co-executive editor of the Journal of Law & Education.

Jeff also has extensive experience in higher education administration and research affairs. He has served as Project Director and Principal Investigator for over $20 million in grants and sponsored research. At the national level, he holds a federal appointment as a member for NIH’s National Advisory General Medical Sciences Council, and he serves on the academic advisory council of CMMC-AB.

Previously, Jeff taught at New York University, Teachers College at Columbia University, and the University of North Dakota. He also served on the Board of Directors for the Association for the Study of Higher Education and the Education Law Association.
